The opinions pointed out that aesthetic education should be integrated into the whole process of talent training in schools at all levels and types, and that aesthetic education should be included in all stages of school education, so as to cultivate socialist builders and successors with all-round development of morality, intelligence, physique, aesthetics and labor. It is necessary to improve the school aesthetic education mechanism for everyone, narrow the gap between urban and rural areas and between schools, so that all students can enjoy the opportunity to accept aesthetic education.
The main objectives of the "opinions" are: by 2022, the school aesthetic education will make breakthrough progress, the aesthetic education curriculum will be fully opened, the education and teaching reform will achieve remarkable results, the resource allocation will be continuously optimized, the evaluation system will be gradually improved, the management mechanism will be more perfect, the education effect will be significantly enhanced, and the aesthetic and humanistic quality of students will be significantly improved. By 2035, a complete, diversified and high-quality modern school aesthetic education system with Chinese characteristics will be basically formed.
"Opinion" requires to improve the curriculum. The school aesthetic education curriculum takes art curriculum as the main body, mainly including music, art, calligraphy, dance, drama, drama, drama, film and television courses. At the stage of preschool education, we should carry out art game activities suitable for children's physical and mental characteristics. At the stage of compulsory education, we should enrich the content of art courses, and gradually open dance, drama, film and television courses on the basis of good music, art and calligraphy courses. Vocational education combines art courses with professional courses organically, strengthens practice, and offers expansionary art courses reflecting the characteristics of vocational education. At the stage of higher education, public art courses are set up with the cultivation of aesthetic and humanistic quality as the core, the cultivation of innovation ability as the focus, and the inheritance and development of Chinese excellent traditional culture and the education of art classics as the main contents.
"Opinions" stressed that the rigid requirements of aesthetic education curriculum should be strictly implemented, curriculum fields should be continuously broadened, class hours should be gradually increased and curriculum content should be enriched. At the stage of compulsory education and senior high school, schools should strictly follow the national curriculum plan and curriculum standards to give full play to aesthetic education. In the stage of higher education, the public art courses and art practice will be brought into the talent training program of the University, and the credit system management will be implemented. Students can only graduate after completing two credits of public art courses. Universities and scientific research institutes are encouraged to bring aesthetics and art courses into the public curriculum system of graduate education.
"Opinion" pointed out that the establishment of aesthetic education foundation weak school support mechanism. All localities should strengthen the training of aesthetic education teachers in rural schools, and train general subject teachers who can undertake aesthetic education teaching through the public funded targeted training project for rural teachers. We should encourage the development of aesthetic education training for in-service teachers of various disciplines in rural schools, and train part-time aesthetic education teachers who can undertake aesthetic education teaching and activity guidance. We will promote the comprehensive reform and practice of art education in rural schools in experimental counties, and establish inter school teacher sharing and "hand in hand" assistance mechanism for urban and rural schools. We should make overall plans for the curriculum design, teaching arrangement, teaching and research activities and teacher management in Township Central schools and small-scale schools. We should adopt the methods of synchronous classroom and sharing high-quality online resources to make up for the shortage of teachers and resources. We should guide college teachers and students to strengthen their sense of serving the society, support colleges and universities to carry out aesthetic education infiltration action plan, and support social forces to carry out aesthetic education public welfare projects.
